Can Sanctions and Rewards Explain Conformance Behaviour of Tour Operators with Ecotourism Guidelines?

The purpose of the study was to determine the major factors that are likely predictors of conformance behaviour of tour operators with ecotourism guidelines. The data for the study was obtained from a sample
of tour operators. Major factors for compliance were identified using a factor analysis and subsequently were tested in a regression model for their predictive power. Although the explanatory power of regression
analysis was limited, the results indicated that deterrence factors (sanctions and enforcement) seem to play little role in explaining compliance behaviour of ecotour operators. Education of tour operators
with respect to guidelines appeared to explain significant error variation in compliance scores of tour operators. Some policy suggestions in dealing with compliance issues were suggested.
