The Role of Foreign Language Learning in Education for European Citizenship

A conception of Citizenship Education appropriate to a liberal democratic polity is presented and the notion of European citizenship defended. Three essential conditions of enjoying the advantages of European citizenship are identified as freedom of movement within the European polity as a whole, unimpeded access to information and communication with fellow European citizens and the ability to participate actively in transnational European political concerns. It is also held that a programme of European Citizenship Education should prepare the population at large for the exercise of these prerogatives by European citizens from various countries on a basis of freedom and equality and in a manner protective of Europe's national and regional diversity. The ways in which these achievements are dependent on the learning of a language other than one's own first language are explored in detail.
